Heating Affordability Program

The Heating Affordability Program (HAP) offers income-qualifying homeowners the opportunity to replace their current furnace with a high-efficiency furnace at no cost. The program is available to help residential homeowners who may be facing financial barriers lower their monthly energy bills over the long-term and reduce the risk of a carbon monoxide leak.

There is no public application process. Eligible homeowners will be contacted directly through SaskPower's Energy Assistance Program (EAP).

Funding for the Heating Affordability Program has been fully allocated. Eligible applicants may be considered through the Energy Assistance Program if additional funding becomes available.

Eligibility Criteria

  • Must participate in SaskPower's Energy Assistance Program
  • Current furnace must have been manufactured on or before December 31, 1999
  • Renters/rental properties are not eligible
  • Meet the income qualifications below:

    *Based on 2023 Low-Income Cut-Off before tax, population 100,000 to 499,999 (low income cut-offs (LICOs) before and after tax by community size and family size, in current dollars) plus 50% and rounded to the nearest hundred dollars.

How It Works

Participate in SaskPower's Energy Assistance Program

Homeowners must apply and participate in SaskPower's Energy Assistance Program. A Home Energy Coach from CLEAResult will determine if your home may be eligible for HAP.

Invitation and Verification

An invitation to participate in HAP will be sent directly to qualifying homeowners. If you choose to proceed, a follow-up appointment will be scheduled with CLEAResult to verify furnace information and income.

Contractor Visit

If all requirements are met during the verification process, SaskEnergy will provide a list of participating SaskEnergy Network Members to choose from. The chosen contractor will visit the home to verify the manufacture date of the existing furnace, review installation options and submit a quote to SaskEnergy for approval.

Installation

If approved, a new high-efficiency 96% AFUE single-stage furnace will be installed at no cost. Included with the installation is a programmable thermostat (if needed), modifications to the venting and 3 furnace filters.
